A 4-year-old boy died today when he was hit in East Oakland by a van whose driver stopped to check on him and his mother but then abruptly fled the scene, police said. Luis Hernandez Jr. was hit about 2:30 p.m. on the 1300 block of 100th Avenue, said Officer Jeff Thomason, Oakland police spokesman.
